War and national defense
As a representative for Congress one of the main duties is to supervise or conduct checks and balances on the other branches of government namely the executive branch and military. In the past the use of war powers has mainly been a tool used by the executive branch when it was intended to be discussed and driven by Congress. The executive branch is there to maintain the rules and regulations as determined by Congress.

As a policy we should implement a national draft and mobilize entire states and their populations towards national defense and war recovery.
